Asylum seekers and other people with no legal status in Israel are having trouble obtaining a Green Pass or a vaccination certificate because of errors in Health Ministry records of their personal information.<\/p>\n

\n
The ministry has known of the problem for months<\/a>\u00a0and referred asylum seekers to telephone hotlines. But many say these haven\u2019t worked, either.<\/div>\n<\/div>\n

Tel Aviv Mayor Ron Huldai and various organizations have urged the ministry to fix the problem, but so far to no avail.<\/div>\n<\/div>\n
\n
Israeli citizens can get these certificates<\/a>\u00a0online easily by feeding their date of birth, phone number and identity card number into the ministry\u2019s website. But asylum seekers have no ID number, and most don\u2019t have passports, either.<\/div>\n
\n

They do have a visa number. But many told Haaretz that when they enter this number, the website tells them it isn\u2019t in the system.<\/p>\n

When asylum seekers complain that they can\u2019t obtain the documents, the ministry refers them to its Kol Habriut hotline, whose operators check their information. If the operators also conclude that there\u2019s a problem, they refer the applicant to Bikur Rofeh, the company that handles this issue for the ministry.<\/p>\n

Bikur Rofeh asks the applicants to send various documents, including photos of their visa and text messages confirming that they were vaccinated. Then it\u2019s supposed to make the necessary changes in the ministry\u2019s database and give the applicants their certificates.<\/p>\n

But a source in the health system said this system doesn\u2019t always work.<\/p>\n

\u201cI got two doses of the vaccine but not the third, because I couldn\u2019t prove I\u2019d already been vaccinated twice,\u201d said Saranay, an asylum seeker living in Jerusalem. She said she has heard similar stories from others.<\/p>\n

bebe, who lives in Tel Aviv, said he got the first two doses, but when he went for the third, \u201cThey told me they couldn\u2019t find my visa number. They checked the computer and didn\u2019t find it. I told them I have text messages on my phone that I did it twice, but they couldn\u2019t find it in the computer.\u201d<\/p>\n

Abebe said he was planning to fly to Canada soon to obtain refugee status, since Israel\u00a0hasn\u2019t yet examined his asylum request<\/a>. But to board the plane, he has to prove he has been vaccinated. So far he hasn\u2019t found a solution.<\/p>\n

Physicians for Human Rights in Israel complained to the ministry about this problem back in April, and senior officials in the Tel Aviv Municipality did so in August and September. When Haaretz queried the municipality about it last week, municipal officials said they\u2019re familiar with the problem and have urged the ministry to solve it.<\/p>\n

The next day, Huldai wrote to Health Minister Nitzan Horowitz, saying the municipality has received a lot of complaints from asylum seekers about this issue and urging him to intervene immediately.<\/p>\n

\u201cFor people without legal status, the inability to obtain a Green Pass undermines their (already meager) ability to earn a living, and also parents\u2019 ability to visit their children in residential facilities or hospitals,\u201d Huldai wrote. \u201cIt also undermines their motivation to get vaccinated, which could harm their health and the public health and undermines the national vaccination effort.\u201d<\/p>\n

Dr. Zoe Gutzeit, director of PHRI\u2019s open clinic, sent a letter to one of Horowitz\u2019s senior aides last week detailing the stories she has heard. One incident involved a minor who wasn\u2019t able to enter the library despite having been vaccinated because she couldn\u2019t obtain her green pass. Another involved a woman with a serious illness who can\u2019t get a booster shot because she can\u2019t prove she has gotten the first two doses.<\/p>\n

The latter is just one of many cases in which asylum seekers who go to get their booster \u201care told that in the\u00a0absence of documentation<\/a>, they have to go back and get vaccinated twice to get the booster,\u201d Gutzeit wrote. \u201cIn other words, they are required to get five doses of the vaccine to get a green pass,\u201d which requires three doses.<\/p>\n

The fact that the documentation problem still hasn\u2019t been solved eight months after the government started vaccinating people with no legal status \u201cnot only deprives them of their right, but could also harm them and the overall battle against the pandemic,\u201d she added.<\/p>\n

Attorney Barak Cohen, an activist in various social causes, asked Horowitz on Twitter this week whether his ministry was depriving vaccinated asylum seekers of their Green Pass. Horowitz replied, \u201cOf course asylum seekers get a Green Pass if they\u2019ve been vaccinated, that isn\u2019t a question at all.\u201d<\/p>\n

Sigal Avivi, another activist, who has threatened to petition the High Court of Justice on the matter, tweeted back, \u201cI advise you to check for yourself. And if you have trouble, I\u2019d be happy to connect you with tens of thousands of refugees who have no vaccination certificate even though they have been vaccinated, including the third dose.\u201d<\/p>\n

\u201cI don\u2019t know who\u2019s to blame for this,\u201d said Kibrom, a leader of the asylum seekers\u2019 community. \u201cIt seems like the ministry\u2019s systems didn\u2019t prepare for this.<\/p>\n

\u201cI was one of the first to get vaccinated, to encourage the community,\u201d he added. \u201cFor half a year, I wasn\u2019t able to obtain a Green Pass. The Health Ministry referred me to Bikur Rofeh. They told me it would take 10 working days, but never got back to me. I despaired, like many people do.<\/p>\n

\u201cWe\u2019ve learned during this half year that there are a lot of problems, but the Health Ministry\u2019s hotline doesn\u2019t deal with the problem and passes it on to Bikur Rofeh\u2019s hotline,\u201d he concluded. \u201cWe\u2019re a weak population and we\u2019re paying the price.\u201d<\/p>\n

Bikur Rofeh said that any request to the company about a Green Pass \u201cmust be backed by a referral from the Health Ministry. Applicants get a detailed text message in English and Hebrew instructing them which identifying details they should send by email. If a problem is discovered in the applicant\u2019s data, we handle it with the Health Ministry on an individual basis.\u201d<\/p>\n

This may take \u201cseveral days,\u201d the company added.<\/p>\n

The Health Ministry\u2019s said it hired Bikur Rofeh to address this problem, saying the company \u201cis responsible for improving demographic data and issuing the pass to applicants. If there is a problem with the information entered about one of the vaccine doses the applicant received and the data doesn\u2019t match, the Kol Habriut hotline sends the applicant an SMS message with which to apply to Bikur Rofeh.\u201d<\/p>\n<\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"
