ASSAF and the Law & Education Policy Clinic of the University of Haifa Filed an Appeal Calling for the Registration of Asylum Seekers’ Children to Public Kindergartens

On Thursday, June 11, 2015, ASSAF- Aid Organization for Refugees and Asylum Seekers in Israel, together with the Law and Education Policy Clinic of the University of Haifa filed an appeal against the Ministry of Education and the City of Kiryat Malachi, calling for the immediate registration of all asylum seekers’ children to public kindergartens in the city.

During the past year, ASSAF received numerous claims regarding Kiryat Malachi municipality’s refusal to register asylum seekers’ children to the city’s public kindergartens. The municipality’s actions contradict the Israeli law, which states that all the children living in the state of Israel must be registered to the public education system, regardless to their status.

ASSAF and the legal clinic turned to the Israeli Authorities- both the Kiryat Malachi municipality and the Ministry of Education- several times, demanding them to solve the problem and register the children. Yet, neither of the above authorities acted upon our pleas, and the asylum seekers were continuously refused when trying to resister their children. Nevertheless, the municipality’s explanations for its actions raise severe suspicions that they derive from illegitimate considerations, and mainly from racism.

The authorities' failure to resolve the situation left ASSAF and the Clinic no option but to file the above petition, and to ask the Israeli court to force Kiryat Malachi to obey the law and register the children to its public kindergartens.

We call for an immediate registration of all children, and for an end to all forms of racism and discrimination.
